Barbara Strout, also known as Betty, served as the elected town clerk, tax collector, and treasurer for the town of Windham from 1968 to 1977. After a brief period as the town manager of Casco, she returned to her role as town clerk of Windham from 1978 to 1986. During her career, she was active in the Cumberland County City and Town Clerks Association, serving as both secretary and treasurer. Her political career extended to the state level when she was sworn into her first term in the Maine Legislature on December 3, 1986, serving until December 5, 1990. During her tenure, she co-sponsored a bill that would prohibit boaters from dumping waste into coves on Sebago Lake. Betty was known for advocating for residents and standing up for what she believed in. She was an active and long-standing member of the Republican Party, a Charter Member of the George Bush Presidential Center, a long-standing member of the Windham Republican Town Committee, and the Cumberland County Republican Committee. Betty was also deeply involved in her community beyond politics. She was a dedicated member of the Windham Hill United Church of Christ for 42 years, serving as the church treasurer for 21 years, and was involved in various community organizations.
